What is Anmeldung?
Anmeldung (literally “registration”) is the process of officially registering your residential address with the local government. The office responsible is called the Einwohnermeldeamt or Bürgeramt.
Germany requires everyone — including German citizens — to register their address whenever they move. For foreigners, this is especially critical: without the Meldebescheinigung (registration certificate) you receive after registering, you cannot access most services in Germany.
When you move within Germany, you re-register (Ummeldung). When you leave Germany, you de-register (Abmeldung).
Documents you need
Bring originals — photocopies are not accepted for the key documents.
Valid passport or national ID
RequiredOriginal document — copies are not accepted. EU citizens can use their national ID card.
Wohnungsgeberbestätigung
RequiredLandlord confirmation form signed by your landlord or main tenant. Download from your local Bürgeramt website.
Anmeldung form
RequiredThe registration form itself. Usually available at the Bürgeramt or downloadable online. Fill it in advance to save time.
Rental contract (optional)
OptionalNot always required but useful to confirm your address and tenancy dates if the landlord form is questioned.
Birth certificate (for children)
OptionalIf registering children, bring their birth certificates in addition to your own documents.
⚠️ The Wohnungsgeberbestätigung is the most common issue
Many people arrive at the Bürgeramt without this form and have to leave and rebook. Ask your landlord (or the main tenant if you are subletting) to sign it before your appointment. Download it from your local Bürgeramt website. If your landlord is slow to respond, send a written request by email so you have a paper trail.
How to do Anmeldung — step by step
Get your Wohnungsgeberbestätigung
Ask your landlord to sign the confirmation form before your appointment. Download it from your local Bürgeramt website and bring it pre-filled.
Fill in the Anmeldung form
Download the form (Anmeldeformular) for your city. Fill in your name, address, date of birth, nationality, and previous address. You can fill it at the office but doing it beforehand saves time.
Book an appointment
In most cities, you need an online appointment (Termin). Search for your local Bürgeramt and book through the official city website. In smaller cities, walk-ins may be possible.
Attend your appointment
Arrive on time with all documents. The registration takes 5–15 minutes. The official verifies your documents, enters your data, and prints your Meldebescheinigung on the spot.
Collect your Meldebescheinigung
You receive the certificate immediately. Make several copies — you will need it repeatedly: for your bank, your employer, health insurance, and more.
Booking in major cities
Appointment availability varies widely. Berlin and Munich can have waits of 4–8 weeks. Book as soon as you have your address. Most cities have online booking — search for “Bürgeramt Termin” + your city name.

What Anmeldung unlocks
The Meldebescheinigung you receive is a gateway document. You need it for almost every formal process in Germany.
German bank account
Traditional banks (Sparkasse, Deutsche Bank, DKB) require Meldebescheinigung to open an account.
Tax ID (Steuer-ID)
Sent automatically by post to your registered address within 2–4 weeks of Anmeldung.
Health insurance
Public health insurance providers need your registered address to issue your Krankenversicherungskarte.
Schufa credit check
German credit reporting requires a registered address. Needed for renting permanently.
Mobile phone contracts
Many German network providers require Anmeldung for post-paid contracts.
Library cards, gym memberships
Many public services and private memberships require proof of address.
Frequently asked questions
- How long after moving in do I have to register?
- You must register your address (Anmeldung) within 14 days of moving into a permanent address. In practice, enforcement varies by city, but you should register as soon as possible since you need the Meldebescheinigung to open a bank account and get a tax ID.
- What is the Wohnungsgeberbestätigung and how do I get it?
- The Wohnungsgeberbestätigung is a landlord confirmation form. Your landlord (or the main tenant if you are subletting) must complete and sign it before you can register. It confirms that you are living at the address. Download the form from your local Bürgeramt website or ask your landlord to provide it.
- Can I do Anmeldung without a permanent address?
- Anmeldung requires a permanent address — hotels and temporary accommodation generally do not qualify. You can stay in temporary housing while searching, but you cannot register until you have signed a rental contract and received the landlord confirmation form.
- What do I get after Anmeldung?
- You receive a Meldebescheinigung (registration certificate) immediately after your appointment. This document is required to open a German bank account, receive your Steueridentifikationsnummer (tax ID), register for health insurance, and apply for most official documents.
- Do I need to speak German for the Anmeldung appointment?
- Basic German helps but is not strictly required. Most Bürgeramt staff understand simple registration questions. Bring your completed form, documents, and a printed confirmation of your appointment. In large cities like Berlin, some offices have staff who speak English.
- What happens if I move to a new address in Germany?
- Every time you move within Germany, you must re-register (Ummeldung) at your new address within 14 days. The process is the same as the initial Anmeldung. When you leave Germany permanently, you should de-register (Abmeldung).
